WATER PROJECTS
Market Street: DeFelice will bacteria test the intersection of Salem Street and Market Street, and put it into service pending passing results. They will finish laying main on Market Street from Salem Street up to Parker Street, and may test the newly installed main based on their production. They will also begin to cut in valves on Market Street at Foster Street and South Union Street. This intersection work will necessitate shutdowns outside of the bypass-serviced area. All affected customers will be notified two days in advance of the shutdowns.

South Union Street: DeFelice will finish connecting homes and businesses to the temporary bypass. Bypass connections will necessitate short term interruptions in water service. Residents and businesses will be notified 24 hours in advance of any interruption.

Paving: DeFelice’s sub-contractor, PJ Albert will begin milling and paving curb to curb in South Lawrence on the following streets:
South Broadway and Clifton Street (from Andover Street to Farley Street)
Andover Street (from South Broadway to Parker Street)
Easton Street, (from Clifton Street to State Street)
Chester Street, Dracut Street and Farley Street (from South Broadway to State Street)

Lawrence Celebrates National CDBG Week

Salem Redevelopment Authority Releases Request for Qualifications for Historic Court Buildings and Parking Lot

RFQ process will identify up to three development teams to submit full proposals
Salem, Massachusetts - Mayor Kim Driscoll and the Salem Redevelopment Authority (SRA) are pleased to announce the issuance of a Request for Qualifications (RFQ) for the adaptive reuse of the historic County Commissioners (1841) and Superior Court (1861-1891) buildings at 32-34 Federal Street. The RFQ also includes a parking lot across the street from the court buildings at 252 Bridge Street. The buildings are architectural gems in a prominent location directly across the street from the MBTA’s commuter rail station and at the entrance to Salem’s vibrant downtown.

The buildings are available for reuse as a result of court operations having been consolidated in the J. Michael Ruane Judicial Center, which opened in 2011. Legislation adopted in 2018 allows for the transfer of the property to the SRA in order to select a firm to reuse them. The City of Salem transferred the parking lot to the SRA in February of this year to help facilitate the reuse of the court buildings.

“We are excited to begin the work of identifying a development partner for these important and beautiful buildings," said Mayor Driscoll. "I want to thank the many stakeholders who worked to ensure Salem remains the judicial center for the region and that these buildings will be able to take on a new life. I especially want to thank State Senator Joan Lovely and State Representative Paul Tucker for their advocacy, Governor Charlie Baker for his support throughout this process, the many City staff who have worked diligently on this effort, and the members of the Salem Redevelopment Authority for their expertise and dedication."

This is an opportunity for visionary development teams to creatively reimagine and transform the use of the buildings to serve the Salem community in new ways and complement economic development activities in Salem’s vibrant downtown. The SRA will review all responses and select up to three development teams to submit full proposals through a Request for Proposals (RFP) process. The RFQ may be found on the City of Salem’s website at www.salem.com/bids. Responses are due by 11 a.m. on Friday, June 28, 2019.

Lowell Father Morissette Blvd overnight closure

Lowell, Massachusetts - According to Lowell, In order to set the beams for the Pawtucket Street over Northern Canal TIGER bridge project, Father Morissette Boulevard will be closed between Aiken Street and University Avenue from 6pm on Thursday April 25th through 7am Friday April 26th, 2019. During this time, the bridge will be closed for the duration of the work to Vehicular Traffic and Pedestrian Traffic will be limited during times of overhead hazard.

Four (4) police details will be utilized during the steel erection process. There will be one each, stationed at each end of Father Morissette Blvd. where the closure begins. There will also be a police officer at each end of the bridge. Pedestrian traffic across the bridge will be maintained open overnight. At the time of setting each beam, the pedestrians will be stopped off the bridge until it is deemed that there is no overhead hazard and each beam is set in place.

Best efforts will be made to limit noise and lighting disruptions to the surrounding community during this time. The detour onto Aiken Street and Merrimack Street will be well-marked and have LPD details.

The City of Lowell appreciates your patience during this construction project. Drivers should expect delays, and be prepared to stop and proceed slowly through the detour route. The City reminds everyone to please drive safely.

City of Salem Begins Short-Term Rental Registration

Registry and other regulations now in effect for Salem property owners who list on sites like Airbnb

Salem, Massachusetts - In 2018 the Salem City Council adopted an Ordinance regulating short-term rentals in Salem. That Ordinance went into effect on April 15, 2019.

If you list your property on a short-term rental home-sharing platform like Airbnb, VRBO, or similar websites, you should be aware of these new regulations. In addition to registering your short-term rental annually with the City of Salem, you are required to receive a Certificate of Fitness and, if it is not your primary residence, you will also need a special permit from the Zoning Board of Appeals (ZBA) and to register for the non-owner-occupied trash fee. Applications for the special permit from the ZBA must be received no later than June 15, 2019. Zoning regulations also restrict this use to certain neighborhoods in the City. Pursuant to state law, all short-term rental providers will also be required to collect state/local room occupancy excise tax. Newton Mayor's Update

From Newton Mayor:
Garden Remedies is scheduled to have its final inspection (known as a “Certificate of Registration”) by state regulatory officials on Tuesday, April 23. If it passes the inspection, the state Cannabis Control Commission is likely to allow adult-use retail marijuana sales to begin at the store at 697 Washington Street in Newtonville approximately three or four days later, most likely on Saturday, April 27.

I have been in close touch with Garden Remedies along with representatives from the Newton Police, Law, Transportation, Health & Human Services and Planning Departments to have an orderly and safe opening.

Lawrence Motor Vehicle Investigation

Lawrence, Massachusetts - The Lawrence Police Department is investigating a motor vehicle crash that took place at the intersection of Essex and Appleton Street involving a pedestrian. The crash occurred this morning just after 8:00 am. The pedestrian is a 57 year old female from Lawrence. She was treated on scene by the Lawrence Fire Department along with Paramedics and EMTs from Lawrence General Hospital. She was transported by ambulance to that facility, and subsequently airlifted to a Boston Hospital.

The crash is under investigation by the Lawrence Police, the Massachusetts State Police Accident Reconstruction Unit, and the Essex State Police Unit assigned to District Attorney Jonathan Blodgett’s Office. The operator of the vehicle remained on scene and is cooperating with the investigation. Portions of Essex Street were shut down during the investigation and have since been reopened.
